Controlling and finance

Business division 1

The Controlling and Finance division is responsible for finance and accounting at the University Medical Center Freiburg, with a total annual volume of over 1.3 billion euros. The tasks include annual and quarterly financial statements, tax issues, liquidity management and targeted treasury.

As a business management service provider and consultant for management, we use appropriate instruments for company-wide control, taking into account the changing organizational structures and economic situation of the company.

Tasks of the department:

The main task of the Financial Planning Department is to prepare the budget estimate and the business plan for the Faculty of Medicine. The department's core tasks also include investment and major equipment planning. It also provides administrative support for projects and plans of the Research Commission as well as the processing of the performance-oriented allocation of funds.

Demand-oriented financial planning, liquidity management and targeted treasury are further tasks of the department.

The area of third-party funding administration (contract administration for the Medical Faculty of the University of Freiburg) is also organizationally assigned to the Financial Planning department.

Tasks of the department:

The core tasks of the Business Administration and Controlling department are, on the one hand, to prepare and support the implementation of budget negotiations with the health insurance funds and, on the other hand, to distribute the negotiated budget internally and the associated planning, management and control of cost and service developments. Controlling prepares all data and information in a targeted and systematic manner to support the hospital management in the further development, implementation and monitoring of strategic planning and strategic decisions.

Tasks of the department:

The core task of the Financial Accounting and Taxes department is to prepare the consolidated and annual financial statements for the hospital and the Faculty of Medicine. The department supports the hospital management, the business divisions, administrative departments and staff units in business management, tax and accounting issues. The aim of accounting is to map all business transactions and cash flows of the hospital and the Faculty of Medicine. The net assets, financial position and results of operations of the company are presented to third parties in accordance with the applicable legal regulations arising from the German Commercial Code (HGB) and tax regulations.

Tasks of the department:

The Financial Controlling department acts as an important link to all areas of the University Hospital. Among other things, Financial Controlling is responsible for preparing the annual business plan, the quarterly forecasts during the year, the multi-year plan and the maintenance and investment controlling of the University Hospital.

On the basis of these control parameters, the internal and external addressees (Hospital Board, Supervisory Board, state ministries, associations) of the University Hospital are informed and their decision-making and planning functions are actively supported.

Tasks of the department:

The core task is to rent external space for the hospital and the Faculty of Medicine. Currently, approx. 23,000 m² (as of July 2023) of ward, laboratory and office space is rented externally. A proportion of the hospital space is let commercially.

Fire and business interruption insurance for all of the hospital's buildings and the entire claims settlement process are managed by this department.

The Companies staff unit is the link between the managing directors of the University Hospital's various holdings and the shareholder. It supports strategic corporate planning, provides information on current business developments and monitors the economic situation in the individual companies.
